This work has included commentary on ethics regulation and governance, particularly attempting to develop a better understanding of the historical and societal embedding of regulation in different countries and a more proportionate approach to the balancing of risk and harm in the governance of social science research. 

He has contributed to public policy through various UK advisory bodies including the Bioscience for Society Strategy Panel of the Biotechnology and Biological Sciences Research Council, the Committee on Ethical Aspects of Pandemic Influenza, the New and Emerging Respiratory Virus Threats Advisory Group (NERVTAG), the DHSC Moral and Ethical Advisory Group (MEAG) and the Covid-19 Sub-committee of the UK Joint Committee on Vaccination and Immunization (JCVI). 

He is a Fellow and former Council member of the UK Academy of Social Sciences and an Honorary Member of the UK Faculty of Public Health.
